The United States Embassy in Estonia is pleased to announce the annual competition for the Hubert H. Humphrey Fellowship Program. This one-year Fellowship program is offered to mid-career professionals who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self defined program of independent non degree study at a leading U.S. university. The program awards a certificate from the U.S. Government; it is not designed to deliver an advanced degree.
Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.

Eligibility Requirements:
To be eligible for a Humphrey Fellowship through the U.S. Embassy in Estonia, applicants must have:
- Estonian citizenship
- A first university degree
- Five years of full- time professional experience
- Demonstrated leadership qualities and a record of public service
- Demonstrated English language ability (TOEFL, scores valid until April 2011, or IELTS)
- Limited prior experience in the U.S.
Ineligible Candidates:
- Recent graduates (even if they have significant positions);
- University teachers or academic researchers with no management responsibilities; individuals who have attended a graduate school in the U.S. for one academic year or more during seven years prior to August 2011;
- Individuals with other longer than six months stay in the U.S. during the five years prior to August 2011;
- Individuals with dual U.S. citizenship or permanent resident status;
- Employees of U.S. Missions abroad who work for the State Department, and their family members.
After national selection, final nominations are submitted to IIE by October 1, 2010, and are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. Awards for the 2011/2012 academic year will be announced in March 2011.
